Human Resources Strategy for Researchers (HRS4R)

Established by the European Commission (EC) in 2004, EURAXESS is one of the largest networks supporting researchers' mobility and career development in Europe, with more than 600 support centers in 42 countries. EURAXESS actively contributes to better working conditions for researchers through assisting universities and research organisations in implementing the principles of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers (C&C), using the Human Resources Strategy for Researchers (HRS4R) procedure and e-tool.


The HRS4R strategy is the mechanism through which the EC aims to ensure that institutions take concrete steps to improve the working conditions of research staff across Europe. The HRS4R supports scientific institutions in the implementation of the C&C for the recruitment of researchers.


The EC recognises with the “HR Excellence in Research” award those institutions that make progress in adapting their HR policies to the 40 principles of the Charter and the Code by presenting a tailor-made strategy.


The Institute of Biomedicine of Seville (IBiS) signed up to the Charter and Code on 15th April 2021 and applied for the HR Excellence in Research logo on 8th April 2022. Minor modifications were required and sent on 7th July 2022. Finally, we obtained the HR Excellence in Research award on 19th October 2022.


Our work plan aims to make IBiS more attractive to researchers and contribute to the development of the European labour market, as part of the consolidation of the European Research Area. We are confident that the outcome of the analysis carried out and the elaboration of the ambitious Action Plan presented here, will help us to provide an attractive and robust working environment that promotes equal opportunities, compliance with ethical values and a balance between professional and personal life.
